Pennsylvania Legislative Update

House Bills

 

House Resolution 802 - (Referred to Committee on Children and Youth May 12, 2010) - A resolution memorializing the Congress of the United States to pass the Parental Rights Amendment and submit it to the states for ratification.  The right of parents to direct the upbringing and education of their children is a fundamental right protected by the Constitution of the United States. 

 

House Bill 2507 - (Referred to Committee on Education May 11, 2010) - The charter school facility shall not be located in a building that is within three hundred (300) feet of a place that has a liquor license.  

 

House Bill 2485 - (Referred to Committee on Education April 30, 2010) - Fast Track and Cost Relief Pilot Program - Establish and administer the Fast Track and Cost Relief Pilot Program that provides for three-year bachelor's degree programs in six (6) system institutions located in different geographical regions. 

 

House Bill 2482 - (Referred to Committee on Education April 30, 2010) - Public School Employees' Retirement Fund (PSERS) - The payment by the Commonwealth under paragrah one (1) shall be reduced by the sum of 4% applied to the total compensation during the pay periods in the preceding year of all employees who were active members of the system during such period, including members on activated military service leave.

 

House Bill 2425 - (Referred to Committee on Education April 19, 2010) - Private Licensed Schools Act - Before any license is issued to a private school. a verified application shall be made, in writing, to the board on a form prepared and furnished by the department.  (The Board is the State Board of Private Licensed Schools).

 

House Resolution 739 - (Referred to Committee on Education April 14, 2010) - The State Board of Education contracted to conduct a study to examine issues of adequacy and equity in public school funding and to determine the basic cost per pupil to provide an education that will permit a student to meet the Commonwealth's academic standards and assessments.

 

House Resolution - (Referred to Committee on Education April 7, 2010) - The Legislative Budget and Finance Committee is to conduct a study of the Commonwealth's public school library services for students in kindergarten through grade 12, measuring and comparing access to print and electronic resourses. 

 

House Bill 2396 - (Referred to Committee on Education April 7, 2010) - The Department of Education shall establish a central clearinghouse of prototypical school facility designs for access by school entities. 

 

Senate Bills


Senate Bill 1441- (Referred to Committee on Education July 8, 2010) - Teaching of Safe Driving of Motor Vehicles - A person who possesses the qualification of a teacher or a director shall not be required to meet the certification requirements under Article XII in order to be permitted to provide classroom instruction under this sectiion.

 

Senate Bill 1440 - (Referred to Committee on Education July 7, 2010) - The Department of Education shall publish on its World Wide Web site the State Report Card, providing information at the State, local education agency and school levels.  The State Report Card shall include all schools that scored in the lowest measured five percent (5%) in either math or reading on the most recent PSSA or any other test established by the State Board of Education to meet the requirements of section 2603-B(d) (10) (i).  With the exception of cyber schools, the list shall exclude all schools that are part of or located within a school district of the first class.

 

Senate Bill 1438 - (Referred to Committee on Education July 7, 2010) - The Department of Education shall provide each school entity with at least one school that has failed to achieve its 2005 mathematics proficiency target or its 2005 reading proficiency target with educational assistance funding for the support of tutoring services to eligible students enrolled in seventh through twelfth grades. 

 

Senate Resolution 343 - (Referred to Committee on  Education May 13, 2010) - That the Joint State Government Commission provide the Senate with its recommendations for an organizational and funding structure for the library system in this Commonwealth.
